Asian Gypsy Moth Vessel Inspection


Vessels sailing from Japan are required to possess a “Certificate of Inspection of Freedom from Asian Gypsy Moth in Japan” to enter the US or Canadian ports without the requirement for an off-berth Asian Gypsy Moth (AGM) inspection, as from the 1st June 2007.
The US and Canadian Governments have regulated for AGM off-shore inspections on vessels sailing from Japan to the US and Canadian ports. This is due to the presence of AGM in Japan and concern that AGM will be able to transfer to the USA and Canada by hitch-hiking on vessels. There is significant concern that AGM egg masses are laid on vessels during the stay in Japanese ports and that these could hatch before or during port of call in the US and Canada. Their entry would cause substantial damage to the forests of North America.
Vessels receiving the Certificate of Freedom from AGM issued by the Japanese inspection bodies (such as Japan Export Vehicle Inspection Center (JEVIC) and All Nippon Checkers Corporation (ANCC), designated by the US and Canadian Government for this purpose) can enter port without the requirement for the undertaking of an off-berth AGM inspection (US Department of Agriculture (USDA)and/or Canada Food Inspection Agency (CFIA) will redirect vessels without a certificate to temporally anchor at an off-berth remote docking location to conduct these inspections).
Asian Gypsy Moth (Lymantria dispar) is considered a serious forestry pest. Egg masses of AGM are laid in the summer between June and October. These over-winter and hatch from March to May, feeding on the foliage of broad-leaf and conifer trees.. There is concern that AGM egg masses are laid on the vessels during the stay in Japanese ports and will hatch before or during port of call in the US and Canada.
The Inspection will encompass the exterior areas of the vessel superstructure and main deck. After the successful inspection a certificate of Freedom from Asian Gypsy Moth will be issued.
Japan Export Vehicle Inspection Center (JEVIC)
A private company established in 2001 and had been engaging in pre-shipment inspections on export vehicles and machinery, based on the accreditation of ISO/IEC 17020:2000. JEVIC is an independent organization, which has been involved with the issues of AGM through the vehicle inspection pathway.
All Nippon Checkers Corporation (ANCC)
A public corporation established in 1954 by the recognition of Ministry of Transportation and has been promoting the rationalization of the measurement and inspection of cargo in terms of marine public benefits. ANCC’s branch offices cover all the major ports of Japan.
The AGM inspection is to be conducted jointly by JEVIC and ANCC, combining the strengths and merits of both organizations.
